EMPLOYMENT LEVEL IN QUÉBEC !
Two measures pursue by the government of Québec
are, firstly, the deficit reduction in order to maintain a reasonable credit
evaluation to institutional and private investors to encourage jobs creation
and, secondly, to generate jobs as such.
When these conditions will be satisfied, Québec
will be a canadian province similar to others as well as other countries
at the economical plan and considering fiscal charges, level of debt, …Normally,
investments should contribute to jobs protection and creation however the
market liberalization and the free trade agreement Canada-Etats-Unis-Mexique
might reserve surprises.
On the other hand, the reduction of deficit suppose equally
the reduction of governmental expenses which is likely to have a negative
impact on jobs maintaining and creation especially temporary jobs and the
early retirement of civil servants. The afferent layoffs shall result in
additional expenses, these persons will become in part beneficiaries of
the unemployment insurance, well fare, Québec and Ottawa retirement
plans, …
These expenses have surely been taken into consideration
par the Treasury Council and the Minister of Finances as well as the effects
of the said decisions on the consumption capacity of citizens (sales-products
production-resulting jobs) so that jobs creation expected by governmental
leaders can be materialized.
The government hopes to increase its incomes in adding
other indirect fiscal charges (paid services offered by the State, taxes
on gas, tobacco, …) on particulars and enterprises including PME. The previously
mentioned measures will have negative impact at least on the short term
on the economy, the employment level, …Some beneficiaries of State’s services
will se these ones reduced and the purchasing power of these economical
agents of our society will be affected. They could change of category,
for example, instead of receiving unemployment benefits they would get
the well fare supports and others on the well fare will obtained less than
before.
Certain enterprises could see theirs profits diminished
and others will reduce their activities at various levels affection in
cases the level of employment. In addition, said new money will be spend
to generate jobs for the young’s. All these governmental measures are aimed
to create jobs in a long run, term. !
In avoiding to refer frequently to the sovereignty of
Québec but to the potential partnership between Canada and Québec,
the pequist government hopes to improve private and federal investments
leading to jobs creation namely in the Montréal region. The minister
Me Ménard is assigned on a full time base to the Montréal
as solicited by . local elected and private leaders
Eventually, the pequist government which is in principle
independantist ,souverainiste and separatist for others should restructure,
integrate and solidify Quebec economy following the promotion of independence
associated to a partnership or not with Canada prior to the next promised
referendum. Even if Mr. Lucien Bouchard would have the courage to start
his own party as fear by some members of the Parti Québécois
, having one or two separatist parties more or less left or right winded
would not modify significantly Québec political landscape. Leaders
go by and the party and the cause remain. Obviously, the partnership is
an elementary, basic and fundamental need for both. The current bluff game
played by both is extremely costly to everyone considering the heavy historical
political trend toward the sovereignty of Québec whether we like
it or not. A climate of mutual destruction where emotions dictate current
steps of action instead of our reason, fair play, good business practices,
…is detrimental to all of us. Often, it can be observed that some elements
of our society pretend to represent and promote our interests when in reality
they mainly if not strictly serve their personal or commercial interests.
Anglophones milieus seem generally pleased with Bill
86 but especially in Montreal some element of the population are concerned
by its positive influence in a long run leading to the anglisization of
Montreal and eventually of the whole Québec, Québec being
drowned in the american sea as a very small french speaking region. On
the other hand, several people consider the language restrictions a detrimental
to investment, to jobs creation in a north american context. By those having
worked during numerous years for and with western islanders, important
modifications in their habits, behaviors, ways of life and attitudes were
observed and appreciated by workers of french origin and, vice-versa, we
suppose and hope-versa.
It should not be question to deny our identity when other
countries and none of the less reinforce and protect their language which
is predominant everywhere in the world.
It could be asked if an independent Québec could
manage more efficiently state resources and others, stimulate more dynamically
economical forces namely the french and the latin ones. in taking, by the
same opportunity, advantage of the English speaking north american environment
at fin to create jobs.
Could we conclude that jobs creation, at a period where
developed countries rationalize their economical activities for bettering
the future of the coming generation , is feasible ? Although highly, advisable
and necessary ! This rationalization almost universal appears to generate
impressive profits in certain economical sectors such as in the bank industry
and infer , implies the recycling of capital. We can ask ourselves to whom
these economical moves will beneficiate, which interests will be best served.
To leading countries ? Why not ?
Let hope that efforts of various sectors of the population
will no have suffered in vain. We can said that certain citizens in given
sectors of our society (stable revenue and /or salary) are relatively nearly
protected from drastic governmental measures . They will better their situation
during this economical cycle.
Will the pequist government succeed in creating numerous
jobs ? How many jobs (net number) will be really generated ? In optimistic
terms, Québec should take advantage of reasonable unemployment rate
in United States corresponding to consumer demands and low interest rates,
