What is new in Quebec ?
Recently, Mr. Lucien Bouchard, the designated leader
of the Parti Québécois and Prime Minister was deceived by
the support received by the party supporters. At first sight, you would
think 76% is an impressive support but if you consider the absence of opponents
than you might understand Mr. Bouchard drastic reaction.
His partial absence form the national congress floor
following that vote was viewed very negatively by ministers having supported
Mr. Bouchard as party leader and Prime Minister of Québec. Party
members were embarrassed in the absence of alternatives as sovereignty
supporter. Therefore, Mr. Bouchard could command and impose his views on
the Party relative to bill 86, partnership, drastic cuts of civil servants
salary, forces and of services,… History is repeating itself, Mr Lévesque
did use his position as the Party leader very much the same way.
Some party members are saying, the Chief is our leading
Dictator for the current mandat in our « democracy » ! In the
mean time, a warning has been served to the Cabinet of ministers, to the
deputation! However, financing operations and others are mostly left to
party supporters ! Others party members are hoping Mr. Bouchard is honest
and knowledgeable in his approach leading to a « Québec souverain
» as French and economically sounded as possible
Fortunately having a party program renders to the party
leader the task of modeling the party to his liking more difficult and
his actions are easily observed by the population ! However, someone can
observe that this is a funny independantist party; having being in power
so long and not having render Québec independant as a country!
In practice, we know that at each hierarchy level defines
its values, its positions, its interests, … Decision makers in our society
can influence more rapidly key leaders. Who can offer job opportunities
to ex-deputies and particularly to ex-ministers? People on the unemployment
insurance, social welfare, unemployed , syndicates, citizens, ...
These phenomenas can be observed in the Parti Québécois,
as well, as in other countries.Don't you think so?
